Moira Whelan

Moira Whelan currently serves as a Fellow at Our Secure Future and is a member of the Advisory Board at CaraDem. Moira drives initiatives that promote rights-respecting, transparent, and gender-responsive ecosystems to ensure that technology strengthens global security and democratic values. Prior to this, she served as Director of the Democracy & Technology team at the National Democratic Institute and was a Nonresident Senior Fellow with the Atlantic Council’s Digital Forensic Research Lab. She held senior positions at the US Department of State, the US Agency for International Development, and the Department of Homeland Security.
