Susan Ness

Susan Ness is a distinguished fellow at the Annenberg Public Policy Center (University of Pennsylvania), where she leads the Modularity Project, a co-regulatory tool for democracies to align on digital governance despite different regulatory frameworks. Previously, she convened the Transatlantic High-Level Working Group on Content Moderation and Freedom of Expression, which published the Freedom and Accountability report and 14 briefing papers. Susan is also a nonresident senior fellow with the Atlantic Council, working on transatlantic and global digital governance, and principal of Susan Ness Strategies, a tech policy consulting firm. She is a former member of the Federal Communications Commission, where she focused on competition, new technologies, internet access for schools and libraries, and spectrum auctions.
